Is the refrigerator located in a garage or non-climate controlled area that gets very cold?

Nope, always in a nice warm kitchen.

Let us know what the actual temp is in the fridge section. And also the freezer section. Have you taken stuff out of the freezer enough to inspect the vents at the inside rear of the freezer section that they aren't frosted shut?, and/or make sure that foodstuffs is not packed against those vents?

Do you hear the compressor run? Does it try to run and run almost non-stop? Is the fan in the freezer section working, when the compressor is running? If you have coils under the refrigerator, is the fan that is down back there at the rear running also when the compressor runs?

The fridge isnt being used right now so I cant say about ice. The fridge worked like it should. The compressor would come on and cool the fridge then shut off. Everything in the freezer was melted.

Now that everything is melted, and it is not used, now is the time to test it to see if the fact ice thawed out of key areas, if now it will freeze in the freezer. Then pay attention that air can blow out the freezer vent and that indeed that fan works, and if you have a fan underneath the fridge (it will, IF you have bottom condensor heat coils, and not rear coils) that that also works when the compressor runs.
