Kenmore fridge not cooling

2001 Kenmore side by side not cooling right. Inside freezer and fridge the inner walls are cold at the bottom but almost room temp at the top. Fans are not running in the freezer or fridge, The compressor is warm and the fan there is working. I believe its running. The ice maker also stopped, with very little water coming out of the front dispensor on the door. Not sure if this is a separate issue. No frost on the inner walls.

The coils are in the bottom of the freezer which is why it's cold there. Basically the fan blows air over that coil thru the freezer and into fridge. That's called the evaporator fan. With a model number I could give you its location and probably how to get to it.

I'll see if I can get it. Its actually a friends fridge, but she's works 2 jobs.
