Maytag top load washer no spin

When the washer finishes agitating, then drains the water, then the timer advances to the spin cycle, it just sits there.No spin. I checked the tubs and all is clear. I checked the coupling between the motor and drive unit and it is perfect. The wires are tight and the capacitor is good. But when I manually turned the inner tub a couple of times, then the washer starts to spin, no matter how many times I raised and lowered the lid. But when I start the washer from the beginning (agitate, drain to spin), it just sits there not spinning. I'm not sure is this a brake or clutch problem?
