Welcome to the forum.
Cooktop and broiler are working which confirms that you have 240 vac to the range.
120vac on element shows us that you have at least one leg of power to the element. That is pretty normal as most manufacturers only switch one leg of the 240vac power.
When you turn on the oven do you hear a click come from control board ?
If you do.....most likely you have relay issue or bad solder to that relay.
If you don't hear a click then it's a control board problem or oven temperature sensor problem.
Part #20 is the timer/clock/control board.

it does click when we turn it on and my husband inspected it for bad solder. is there a way to replace just the relay or is do you just replace the clock timer either way.
btw pretty sure its not the oven temp sensor because we replaced it in late december because of a f10 code
thanks

There was a poster here last week with same exact problem and control board. He saw the cracked solder joints directly on the relay pins and resoldered them. His repair was a success.
Those relays are not available from the appliance parts company. From them......you would buy the entire board.
Those relays are available from electronics parts suppliers but it'll require legwork on your part to match your relay to theirs.
