Whirlpool Top Freezer evaporator fan issue

Whirlpool model number W9RXXMFWQ01

The evaporator fan requires a push to get it started every time it starts. Otherwise it just sits there slightly boucing back in forth like its trying to get going, but it doesn't have enough power. Its getting 120v at the leads. Is the motor bad or going bad? Or is there something else afoot?

The motor is replaceable. The blades are reused.

The FSP # for the motor is 2315539. You can use this number to search for online parts suppliers, like in the link below, or visit your local appliance part's retailer.
