Removing Seal on Pipes For Washing Machine?

Removing Seal on Pipes For Washing Machine?
I am due to plumb my girlfriend's washing machine in, I have plumbed my own in before with no problems.
What is different though is the the council came about six months ago to fix a leak under her sink and decided to seal her washing machine pipes even though they were not the cause of the leak. The council have said they shouldn't have sealed them but they won't send anyone to remove the seals.
How easy would it be for me to remove them?
I have included a pic of them as an attachment.
EDIT: I should point out that I live nearly 400 miles away from her so can't see the pipes physically until I go up there on Boxing Day, which is why I got her to take the picture.

It does not look like it would be too difficult. I would shut off the main water supply to the house. Bleed off the pressure. Remove the brass threaded NPT plugs. Then install a shut off valve on each pipe before connecting the washing machine.
