GE top loading machine, noisy with excessive movement of tub

I have a 10 year old GE top loading washer (WBSR3140D5WW). It is very noisy during both washing and spinning cycles, even though it gets the job done. The tub seems to be very loose when I try to push it around by hand. I checkout the damping straps and springs, all seem to be in their proper place.

The noise and movement sound and look normal to me. Make sure the 4 rubber straps on top are not broken. Tub hangs from 4 rods and swings free.

The four damping straps are all in place. I took one off, see picture below. It looks normal to me, I am not sure at what point they are considered to be worn or stretched out. Any thoughts?
