GE top loading machine, noisy with excessive movement of tub

I have a 10 year old GE top loading washer (WBSR3140D5WW). It is very noisy during both washing and spinning cycles, even though it gets the job done. The tub seems to be very loose when I try to push it around by hand. I checkout the damping straps and springs, all seem to be in their proper place.

The noise and movement sound and look normal to me. Make sure the 4 rubber straps on top are not broken. Tub hangs from 4 rods and swings free.

The four damping straps are all in place. I took one off, see picture below. It looks normal to me, I am not sure at what point they are considered to be worn or stretched out. Any thoughts?

Refrigerator not cooling

So I have been trying to see what the issue is all day and have given up trying to decipher the internet and just directly ask for help kenmore refrigerator with electronic temperature control What I have so far: - compressor gets warm to touch even hot, clicks once when power is added. I assume this click is normal. - checked compressor starter, doesn't have a rattle when shaken, but when I used a multimeter it gave me less than 10 ohms. - outside fan turns on and moves at an appropriate speed. - inside lights and fan tuns on which i assume means it is not an electronic problem. - no frost on coils in freezer and does not get cold at all. Where's the drain hose on this refrigerator?

I've been getting water in and under the veggie bin. There's tiny icicles from the ceiling of inside refrig compartment, & dripping. I'm having trouble budging the unit at all, so if I can reach the drain from the front or inside, I'll stop trying to get to the back. I've never cleaned the drain nor coils on this refrig. It's easily 25 years old (works well, my home refrigerator.)
