Dryer heating element Question

Hey Folks, I've got Ge dbxr463ed electric dryer thats acting quirky. Link to "Drum diagram" and part #'s listed in below link.

I'm replacing the heating element kit, part # WE11X10007 onto heating element assembly AP2619954. Ive installed it and notice that the inner element stays red hot while, after 1-3 minutes, the outer element goes dark. Is there some sort of thermostat that shuts down the outer element at some point or should it stay red hot? If so, what else is wrong. Troubleshoot? Thx, SR

If you notice the elements are wired separate with a common neutral, I don't have wiring diagram but if I remember right they are controlled separately.

Normal operation. The drum inlet thermostat controls the outer coil only, the drum outlet thermostat controls them both.
