GE GSH22JFTABB fridge - bad control board?

I have a GE side by side fridge model #GSH22JFTABB serial #GL240251. After a recent power outage in the neighborhood, the interior lights work, but nothing else does. Lights on the front panel controls are not lit, fan and compressor won't turn on. Does this sound like a bad control board?

Unfortunately it does sound like the main control board since everything is powered from it. There are two links below that illustrate places to buy the board as well as the part number.
Both online parts resellers offer 365 day money back guarantee if part is not needed or does not fix the problem.

GE Refrigerator Main Control Board WR55X10942 - Repair Clinic

GE WR55X10942 Main Control Board - Appliance Parts Pros

I don't deal with appliances under warranty so I'm not sure of the status of the recall on this GE control board. You could check with GE customer service..... BE FIRM !
G E Appliances - service and support/contact/phone-numbers

Recall is discussed in customer comments.

That's great advice, thanks. I was aware of those online parts suppliers but didn't realize they'd take back an opened electrical part.

Which number at G.E. is the best number to contact regarding the recall question?
