GE side by side not staying cold

I have a GE side by side that the fridge side doesnt stay cold. The back of the freezer frosts over. Ive removed the back panel and defrosted the coils twice with a hair dryer. I have already replaced the defrost thermostat but it frosted up again.

Is the defrost heater working? You can check it with a volt meter to see if it's shorted internally or burned out.
