GE side by side refrig/freezer not working

I have a 13 year old GE SSS25KFMD side by side ref/freezer. It was in storage for a couple of years, but we took it out of storage 2 years ago and were using it as a spare in our basement. My wife and I went on vacation for a week and came home to a horrendous smell. Apparently, right after we left, the refrigerator shut down and did not restart. We came home to a load of spoiled meat and other goods. I can hear the fan running but the compressor does not start. So, I don't know if the problem is with the compressor or the starter relay. If it's the compressor, it's not worth fixing. However, if it is something as simple as the starter relay, I'm worried if the spoiled meat smell has impregnated the plastic inside the freezer and refrigerator and will never go away. Any thoughts?

With my rental houses I've learned to never let a fridge sit for a long time without being run. When they are brand new it's one thing but after they have been used a while letting them sit for an extended period seems to be the kiss of death.
Is the compressor hot or making a humming sound? Have you tried turning the thermostat all the way down? Beyond that how much effort do you want to expend diagnosing the problem?
