Refrigerator/Freezer not keeping to temp

We have the freezer set to 0 degree but it is at 20 degrees. Refrigerator we have set to 32 degrees but it is at 44 degrees.

I pulled it from the wall in order to vacuum in the back. I noticed there is a drip pan at the bottom that has water in it. I also noticed a white plastic fan, full of dust and not running.

What is wrong?

It is the first hot and muggy weather we've had.

Finding water in the drip pan is a good sign.... it means the unit is defrosting.
Finding the condensor fan not running is not a good thing. If that fan isn't running the fridge can't get rid of the heat it pulled from the inside.

You could try unplugging the fridge and see if the fan is frozen/hard to turn. Most likely it will be and will need to be replaced. Vacuum out the coils as best you can. A small fan in the back of the fridge will help while replacing the internal one.

If you post a make and model number I can leave you further info on the fan motor.

thanks. is the fan supposed to be running all the time?

After a cool evening (temperatures dropped down to 43 last night), the fridge was down to 19 and freezer 30 this morning.

It is a GE Profile model no PDS22MBSBWW

The fan moves easily and freely when I move it manually.
