Electrolux Washing Machine - Error Code E35 - Cold Water Never Stops

I have an Electrolux washer (Model: EWFLS65IIWO). I recently started getting error code E35. When the washer is filling, the water never stops, and the error code appears shortly thereafter. As a workaround, if I turn off the valve at the end of the fill cycle, and then turn it back on, it stops the water. I sometimes have to do this during the rinse cycle as well. This is only occurring with cold water. If I wash with hot water, there are no problems. I don't know much about washers, unfortunately. Is this likely a bad inlet water valve? My washer is stacked under my dryer, so I'm not sure how easy it would be for me to fix this.

Can you unplug the washer and see if the water flow stops ?

The problem is directly related to the fill valve but it needs to be determined if the fill valve is bad or the monitoring circuit is bad. You said it sometimes happens during rinse. Is that when the tub is filling just like during wash ?

When I unplug the washer, the water continues to pour in. It always happens during the rinse cycle too, but I don't always get the error. I guess the cycle finishes before the error is triggered. I usually try to close the valve, so that the water doesn't keep flowing. If I don't, the clothes come out very wet, and we have to run a spin cycle. Every once in a while, the water will stop on its own. It's not often, but it does occasionally happen.

Since you unplug it and water continues to flow in then it is a bad valve (sticking open)

Thanks. It probably wouldn't be such an annoying repair if the dryer wasn't stacked on top.
