Angry GE refrigerator filter replaced causing S L O W water pressure.

I purchased a replacement GE water filter from Lowes, when the indicator on the refrigerator info panel showed this action was due. I followed the instructions on the box, filled the filter with water, until no more water was accepted. Placed the new filter as indicated by the arrow, and twisted to seat into place. I pressed the 'reset' button for 3 seconds to reset the filter system. The filtered water coming out of the spout is PAINFULLY slow. We have experienced this several times when replacing the filter. Is it a defective filter? If so, what action should we take? We have tried replacing the replaced filter with no improvement. Is a service call to GE required? The refrigerator is probably a 2005 model.

GE Arctica
Model # PSS26NSTA SS

Follow the water supply tubing back to where it connects to the house water.
Let us know if it connects to the house water through a saddle valve mounted on the side of a water pipe or if it connects through a more conventional looking valve.
