I'm not sure what you mean. Do you know if it will work to lower the heat on my little 120v oven? It's too hot. As far as I understand it looks like it will

You have to look at the wattage of the oven!
It will also extend the warm up time and you will have no idea what the actual oven temperature is.

So wait, would one of these UP regulate the voltage....
No. That's a silly idea. These things just limit when comes through. Then no, it won't matter what the temp is as I just want to lower it

Your oven must have some type of thermostat in it otherwise it would continue heating till it had a melt down.
So by varying/lowering the voltage you are lowering the input wattage but the unit will continue to heat up till it reaches the thermostats set temperature. It will just take longer.
