this will be my first time to ever attempt electrical wireing by myself. I need to know if I only need to 1. turn the power off at the wall or at the breaker box 2. to the room only or to the whole house.

Never rely on the wall switch to turn off the power. Always use the breaker.
If you're sure you have the right breaker, then you need not turn off the main.
In any case, even after turning off the breaker, always test all wires before touching them.
