I like to know how to splice two underground cables together. The wires go to lights around my pool. We had some construction going on and I gess they cut the wire . The other thing I don't understand is why are they using a 20 amp breaker on 14/2 wire. Thank you for your help.

A store such as Home Depot will sell an underground cable splice kit for about ten bucks.

It's neither legal nor safe to use a 20-amp breaker on 14-gauge wire. You should correct this hazard.

Ascertain there is a GFCI upstream of those lights (or downstream from the breaker).
