please i really need help

I recently replaced a lot of flood lights and spot lights in my apartment complex, all the spot lights work but none of the flood lights will turn on when it gets dark. There is one set that will turn on when the light bulbs are screwed in and they just stay on all the time. If anyone has any help please feel free before I go crazy!!!!

please give some more info;

mainly how are these lights controlled?
Timer?
Photocell?
Switch?
Right off the breaker? (hope not)

Are the floods and spots on different circuits?
How many lights and what wattage each?
Please give all you can so we can create a mental picture to help you.

I know what I consider a spot light and a flood light. But what do you consider a spot light and a flood light? Just a different bulb?

John, I guess my question should have asked about the NEC rules about access to a service panel. The proposed bath would in fact not have the panel in the room or closet, but rather be in a room accessed by walking through the bathroom. The only alternative given the location of the panel now is to cut another doorway in the media room to access the panel, furnace and water heater unless access is allowed through the bath to this utility room. Installing a light fixture

I'd like to have a chandelier installed in my dining room however I'm not sure of the feasibility of it as well as the cost. There's a second story above the dining room so coming from above is not an option. My question is: Would installing a light into the ceiling and attempting to run power to it from a nearby outlet be possible? If so, would it cost a lot to have it done? I'm guessing it would make quite a mess having to drill through several beams to get the power from the outlet(s) to the installed light? I was wondering if there's an easier way.
