Switches & outlets not working?

I am in the process of replacing all electrical outlets & switches in new home because they were painted over. Outlets are working put the switches aren't the "Handy man" hired to do it says he just can't figure it out (also put new ceiling fans in the same rooms that we are having switch problems, except Living Room which runs 3 ways - we used 3 ways but still won't work) PLEASE HELP!!!!!!!!!!!!!

Need more info from you to help. You say the receptacles are working but the switches are not. When you turn on the switches do the breakers kick do to a short circuit? If so you must have switch receptacles with a 12/2 switch leg coming from the switched receptacle to the light switch. This can usually be identified by taking out the switch and checking to see if you only have one romex in that switch. If this is the case then you must identify the switch leg in the receptacle and wire the black of the receptacle to the black of the switch leg then the white of the switch leg to the copper screw of the receptacle routing your power through the receptacle box through the switch then to the switched receptacle.
I suspect this to be the case because you are just replacing devices and most likely did not take the wire nuts apart in the switch or receptacle boxes.
