Question Blinking Lights

Hello, new to this forum but from what I've seen so far it's been very helpful. I have a problem that seems to be increasing as time goes by. All the lights in the house are blinking every 20-30 seconds. At first, this was barely noticable, now it is quite noticable. It now affects the TV and microwave, not just the lights. I've checked the bars in the circuit box for corosion but they seem fine. Wiggling the circuit breakers in the box does not affect the blinking. I've replaced the circuit breaker for the ceiling lights (15AMP Type Z), still blinking. Could it be the meter, or the main breaker? Can anyone give me some suggestions as to where to look? Sorry for the long post but I wanted to provide as much detail as possible. Thanks to all.

Do you have overhead service?

Yes, the service is overhead. The meter was replaced by the power company a year ago. This was to install the new radio transmiter type meter. I did not notice the problem until some time after so I don't know if they are connected.
