Low voltage outside lighting

I am trying to fix outdoor decorative lighting. I am wondering if the transformer has a problem. When I test between the 11,12,and 13 volt connections and the common I get nothing or 0.1 or 0.2 volts. It does light up some of the lights but not all. Some are barely lit. One circuit trips after about 15 seconds at first and then sooner and sooner until it just trips immediately.
Any help would be appreciated.

unhook wire to trans:

unhook wire to trans and then test. if you now have the voltage your seeking then the wires feeding the lights is shorted. could be at connections, or under landscape, or in fixture. has it been raining alot ?Could have water in fixtures.
