Is the ballast loose? Try tightening the screws holding the ballast.
It is always possible that you got a lemon.
The new electronic ballast will also sometimes humm if they aren't grounded. Also, make certain the bulbs are firmly in place as well.
Since it is new and if the ballast is secured tightly, then I would return it.
The same holds true for the magnetic ballasts, but they are sound and interference rated. I can't remember the different ratings off the top of my head. But "A" was for office use.
