i wanted to install some shop lights in the garage. The problem is that i can only find shoplights with chains, or plugs, not wires to be wired to a switch. can i take the plug, cut off the actual plug and connect it to the existing "small" light in the garage and run it from the wall switch?

What I always do is install a switched outlet near the light and plug it in. It's simple, safe, and you still get to switch the light.

Do not cut off the plugs.
This would be a code violation to attempt to coonect them to the house wiring.
Install a switched receptacle. If it is on the ceiling and will supply nothing other than the shoplights, depending on where you live this receptacle may or may not have to be GFCI protected. Dont bother with the GFCI if only for the shoplights.
There are expensive 4ft 2bulb shoplights with 12" reflectors that can be wired in, but they cost at least $25-30. (I install this kind.)
