Question Outlet code

Can you tell me the code for installing outlets (for a 3 prong plug) in WV, OH, & KY? I understand that the ground prong hole goes up, not down as it used to be.

Local code:

unless it is a Local Code the ground can go up or down.

Most areas adopt 99 to 100% of their code from the National Electrical Code. The orientation of the ground hole is not covered by the NEC. You can install it up, down, left, right, or at a 45 degree angle.

If you search the archives of this forum, you will see several lengthy discussions of the pros and cons of ground hole up vs. ground hole down. Most of the arguments are based on minor preferences, and none of the arguments are strongly compelling.

Call your local building department and ask which version of the NEC they are using, and if they have any local variations. Even if they do have local variations, they probably wouldn't bother to have a variation that dictates the orientation of the grounding hole.
