Replacing ballast in flourescent light fixtures

My garage light fixtures have gotten progressively dimmer over the past month and one went out completely today. I strongly suspect the ballast needs to be replaced but I am not sure. And, if that is the problem, then I'd appreciate some advice/hints/tips on replacing the ballast as I've never done that before.

I think they've gotten dimmer because the weather has gotten colder. What's the temperature in your garage these days?

Get a low temp ballast (if indeed
your garage is getting colder).
