adding 2nd exterior light

Hi... I have a Ceiling fan installed on a patio controlled by a 3way switch on one end and a dimmer on the other. I want to add a sconce and pull power from the ceiling box where the fan is hooked up is this possible or will the 3way just turn on the sconce along with the fan.??

To answer your question, we'd need to know which of the many possible ways that your ceiling fan is wired. To know that, we need to know everything that can be observed from both switch boxes and the ceiling box where the fan is mounted. This includes the number of cables, the number and color of wires in each cable, and the connections you see. Armed with this information, we will know exactly how to proceed.

Then we'd want to know exactly how you do want to turn on and off your new sconce.

at the ceiling fan there is 12-2 . At the dimmer it is 12-3 and at the other three way switch it is the same plus the switch leg. I want to be able to turn the sconce on and off independently from the ceiling fan. Is this enough info?

If there is only one 12/2 and nothing else at the ceiling, then there is no way to run a new cable from there to your sconce and have it act independently from the fan.

The rest of your information is inconsistent. You mention a 12/2 at the ceiling, a 12/3 at the dimmer, and presumably a 12/2 and 12/3 at the non-dimmer switch (is this what you meant by "the same plus the switch leg"). This isn't enough wire. I think you should look again. There must be another cable or two tucked into the back of a box somewhere (or less likely, there is another junction box somewhere that provides more connections).
