Breaker tripped without switch on and won't reset

The breaker tripped sometime in the day to the upstair lights. Even with all the light switches off the breaker still won't reset. I checked the wires at all the light switches for short and there doesn't seem to be any bare wires. Does anyone have an idea?

Make sure that you push the breaker handle all the way to the off position and then to on.This will reset the trip mechanism inside the breaker. Any ideas what may have caused it to trip ?Breakers don't usually trip for no reason.

You still have a short on the line somewhere. How you find it will depend how it is hooked up. Start by looking near any new work you have done. Could a nail or a screw have been driven into the cable for a picture or a shelf. Possible the cable was chewed by a rodent such as mouse or squirrel.
