can it be done

can the electric companys,during mild winters decrease volts being sent to people so your hot water heater. heat pump, fridge,etc will work harder so more electric will be used= more profit. have a friend who works with company said this is done

I have no idea if that is ever actually done, but after Enron's deliberate rate rape of California during it's energy crisis, nothing would surprise me.

Reducing voltage actually has the opposite effect, especially for purely resistive loads like water heaters and electric stoves. It's the law. (Ohm's law)

Voltage drops because of demand. It does not cause you to use more power. They are not dropping the voltage to cause you to pay a higher bill. There is no conspiracy.

If you understood Watt hour metering you would know that this particular tactic would no work. The meters are built by meter manufacturing companies rather than by power utilities. The meters measure the actual power delivered over time and any decrease in voltage causes the meter to register less power used rather than more.

I do know that Con Edison would tweak the distribution on hot summer days to avoid brown-outs by diverting power from commercial clients. This would knock out the tunnel boring machine used on the 3rd Water Tunnel Project in Queens for the rest of the day.
