Light Switch wiring confused

Hi,

I am replacing a wall switch that was removed by another (who is no longer available), and I am confused as to the wiring. There are two black and two white wires, and I am unsure how to attach them. It only seems to be hot when the two whites are connected. The down line receptacle is hot whether these are connected of not.

Any thoughts what this may be?

The normal wiring for a wall switch with 2 cables is
connect the whites with a wire nut. Connect one black wire to each screw of the switch.
