Angry fluorescent light fixture

I have a fixture with 4 40 watt bulbs. It has two ballasts. It has worked for years but now one bulb will not work. Tried new bulb and switch them around but it is always the same one that does not work. I tested each end and appears there is current there. I have never replaced the ballast, could this be the problem as I really don't know what they do.

Did you try replacing all the lamps, it has happened when one lamp is about to go it seems to draw everything from the other lamp?

One of the ends that connect to the tube might not be sitting properly and not making good contact. You can check this by moving the lamp around to see if it will come on in a certain position.

One of your ballasts might be defective, in that case switch the two ballasts and see if your still getting the problem.

Also check and make sure all connections are tight as that has been known to give problems.
