Unhappy 220v wiring

I wired in a 220v outlet to run a small mig welder, i relocated the outlet from one barn to the other about 20 feet away i ran a neutral, and two hot leads i have checked both poles and am getting 120v each i do this with a volt meter neg. on the neutral and pos on the hot leads. this is how im getting my readings. when i plug in the welder it does not run at all with the welder plugged in the voltage readings do not change. i am also running a 110v outlet and two lights on a seperate breaker off of pole #2. I have plugged the welder in to another outlet and it works great. Where am i going wrong. can anyone tell me if there is a better way to test the outlet. (the welder worked fine from the original outlet.) Thank you with any help i can get.

When you say you checked both poles where exactly are you checking? When you say you have a receptacle and lights on pole #2 where are you getting these reading?
In the panel if you put the meter against the two poles do you get 220V or do you get 0v?

If these reading are 220v off the panel then you have to move to the outlet If you put the voltmeter in the outlet one lead in one hot and the other in the other hot what reading do you get?

If you get 0v which I think you will then check the panel and see if the two hots you ran are from the same phase of the panel.

Yes, that happens all the time especially with those Federal Stab-Loc panels. I ran in to that the other day where the guy had fed another small fuse box and only had 110 to it. He didnt straddle the divider in the main panel when he installed the double pole breaker.
