changing 220v to 110v

My oven was removed and there is 220v wiring (2 black wires, 1 white) behind it. We are putting our refrigerator there now, is there a way to change the current 220v to 110v and still use some of the original wiring. The wires go to a 30A fuse in the fuse box.

Is this wire in conduit? If it isnt post back. It must be to have 2 blacks. I assume it is number 10 also as it is on a 30A breaker. If it is in pipe all the way back to the panel you may use the conduit as a ground and use 1 black and the white. (you could also feed a new green wire if you wanted to. Tie to one black and pull it through.) You will need to put the black on its own single pole 20A breaker though.
