needs updating rec / switches

ok this is how it was said , we need updating of our electric switches/ rec and these are co/lar yes aluminum. and the insuance company says so. this is a apartment comunity of 200 units and we called around and asked various contractors ect . and one says we need to get a liscenced electricion and get a building liscence for each apt or cirtificate what ever for $60.00 each apt now comes the good part , the company wants to hire a new guy to install all theis and to save money haha ever hear the song burning down the house what does everyone say about this i live in n.c. that is north carolina.... ps ....what im saying what should be done to do this right as its just up grading and the part of the codes ??????? no one knows! any help would of great use

Call your building department and ask. Chances are you need a licensed electrician and a permit. I have no idea what you mean by "a new guy."

hire with in the company

im sorry , i mean that the company wants to hire with in the company , as to have the new person who they hire do the task of installing the rec / and switches and gfis would this be safe as i dont think so as they dont know them selfs

Doesn't matter whether the person is new or old. Only matters whether he is skilled or not.
