Sounds sort of like a "partial power" situation which means one leg of your service is out. You don't have any 240 volt and the dim lights are a result of feedback through one of your 240 volt appliances. Was your stove on when the power went off?

One side of your 240 is out. Call the power company and have them check the connections.

Sounds like you'd better call an electrician, unless you're very handy with electric. Your main incoming cables to your service panel may have burned up. This could happen on the terminals on the back of your meter (connection may have been loose and caused wires to burn off the terminal). This would give you 110V on some breakers and zero volts on other breakers.
