dryer outlet

Very little electrical knowledge here. Have a dryer that is not working. I believe the outlet may be bad. Have a voltage tester from Lowes and was told to place one wire to the middle and one to the side hole - should get 120 reading if they are working . Do the same for the other side to get 120 from there. Did this and got nothing. Could someone give me correct procedure to test this outlet without frying myself to a crisp.

Have you flipped the breaker all of the way "off" and then back "on"?

Yes, several times. Could the breaker be bad? Instructions on how to replace the breaker would be appreciated.

Measure between the two sides and see if you get 240 vots.
