220-110

is it legal to hook up a 110-volt circuit from a 220-volt circuit (using one of the hots and the neutral) , or should i run a separate circuit from the panel? i'm referring to using a 220-v receptacle to make the 110-v

also, is the white return wire in a three wire 220-volt circuit accurately called a 'neutral'?

Yes it is legal. cap the unused hot wire and replace the 2-pole breaker with two singlepole breakers. This is all providing that the wire is the correct size for the ampacity of the new breakers, and the white wire is in fact connected to the neutral bus. Yes the white wire in a 220v circuit is the neutral if it is landed and it is landed on the neutral bus

Sparky, thanks for the reply. however, there will be no unused hot wire: the 220-v receptacle is in use for a dryer. i'm wanting to continue using that receptacle for the dryer, in addition to creating a new 110-v circuit. i planned on no breaker changes. the 220-v recpt. is on a 50amp breaker.

Can't do it that way. Your breaker has to be sized for the circuit. If you have an overload situation in the 110V eqiupment it will likely catch fire before the breaker trips.

If you are tapping into the dryer circuit you will have to match the amperage of that circuit. It should be a 30 amp circuit. You would need to use #10 wire and a 30 amp receptacle. You can't put a regular 15 amp receptacle on the 30 amp dryer circuit unless you change the breaker to 20 or 15 amp.
