Question Drilling holes to run electrical through Framed Walls for outlets?

Hello. I have framed in my basement, for the most part, and will soon start drilling the holes for electrical. Standard outlets in the rooms. How high, normally, from the base of my frame do I drill my holes through the studs so when my buddy/brother/electrition runs the wires, it will be ready. What size bit 3/4? I am still waiting to get the Electrical Standards/Codes from the city and am anxious to start. Thanks again for all of your help. Pat
