Problem with low voltage in garage ???

All of a sudden evertything electrical in my garage stopped working. No matter what you plug in, it doesn't work! I checked the breaker box and that is putting out 120 volts at that breaker terminal. I checked the voltage on all outlets and light fixtures in the garage and everything is putting out approximately 90 volts. When I check the other circuits in my house I'm getting between 115-119 volts.

Is it the low voltage thats preventing anything from working? I thought that even a lightbulb would light up vith 90 volts. This is very strange. Can anyone help me figure this out?
