Spotlight problem

I bought my house as a foreclosure and had an electrician come and install new 100amp service, he also rewired the kitchen and bathroom to bring it up to code. He also made a few mistakes, after he left I realized he cut the power to the overhead lights, He had to come back and fix that. Then in the spring I realized he cut the power to the shed. So I'm not too happy with the job he did. Now I have a spotlight on the back of the house, there is no switch for this in the house. There are three switches in the shed, I assume one might be for this light. Well I went to see if this light could be rewired, and when I tested the light, it had power, the light bulbs were burnt out. I figured one of he switches in the shed controlled it, so I installed the new motion sensor light I had bought. I tested it, it came on, I went to the shed and hit the switch and nothing. the light stayed on, but kind of dim. I went into the house and noticed some basement lights on but very dim also. The basement is on the same circuit. The light switch for the basement was off. I turned the basement switch ON and the basement lights came on, but the outdoor light turned off. I turned the basement lights off and activated the motion sensor and the outdoor light came on dim, as well as the basement lights.
I hope this is understandable. Basically, with the light switch for the basement in the OFF position, I'll activate the motion sensor light outside it comes on dim, as do the basement lights. Now I turn the basement lights ON, they come on, and the outside lights turn off.
Any idea why? I pretty sure the electrician did something wrong, but I not sure exactly what.
