Electrical Question

I live in the Dallas area and use TXU Electric. My question is, how do I open my meter base (which is sealed) to wire in a copper ground wire from a ground rod I bought and want to install? Will TXU allow this? Thanks

The seal is there to prevent tampering. Gives the meter reader a clue that something's up (like electricity being stolen). Call the power company.

The ground should be installed in the main disconnect not the meter base.

My main breaker panel is directly behind the meter base panel.
