Blown Breaker ??

I have a AC Unit/Gas Heater.A few weeks ago,it stopped working.My Husband went up on the roof,checked a few things and after fiddling around for a while he found a box where the fuses are in.He pulled them out,one was completly broke,the other one was about too.We got new fuses and it ran great.....untill yesterday.He checked the fuses again,there fine,everything else seems to be fine,however when he checks the Breaker on the side of the house,(dryer breaker included),it only messures 120 V not the 220 it should have.How do we go about fixing something like that?
We tried the heater and the fan/auto on the unit,nothing works,thats why we think it might be in the breaker box.Any Info? Thank you,Anita

Is this a double pole breaker you suspect is "blown"? How did you conduct your testing? Did you test between the two screws or between one screw and ground? If you check between the two screws and are only reading 120 volts, then the breaker could be bad. How old is the breaker and who is the manufacturer?

bad breaker

I believe it's about 5 years old,and from what I could figure out on the lid of the breaker box it says,GTE Sylvania Circuit.
Some of the other readings,I'm not so sure what it means,but here it goes,Type Q,Q 24,(CAT.No.2420),RC 38,R 38 and HRGF Max.
