I want to put a 220 line into my garage, can a diy do this or should I hire a electric contractor

Some things to consider: Do you have space in your existing panel, is the garage attached, semi-detached, or detached, will your panel carry the load, will the wiring be underground to the garage? How much load are you planning on the 220v line? Welder, table saw, electric water heater, lights, AC, heat?
Depending upon code in your area, it may well be a DIY project.

A 240V circuit is similar to a 120V circuit in that the wire has two insulated conductors and one bare ground. You size the wire the same as 120V, ie 15A for #14awg (or larger) and 20A for #12awg (or larger). You use a two pole breaker (double wide) and connect the two insulated conductors to each of the two poles. The receptacle looks a bit different than a 120V but the connections are similar. The wire installation methods are similar between 120 and 240V. What is it that you are unsure of?
