Plactic conduit (2) questions

1. Is it NEC code compliant to install two circuits in the same conduit? One is 220 V and the other 110. Both circuits will be
using single solid strand 12 ga. conductors as follows:
220 circuit - 1 green, 1 red, 1 blue. Load 2250 W. (heaters) on
a two pole 20 AMP breaker. In line thermostat.
110 circuit - 1 green, 1 black, 1 white. Four recepticles on a single
pole 15 AMP breaker.

2. Assuming #1 is OK can I install gray PVC electical conduit at
floor level (on the base board)? If not how high off the floor must
it be?

Yes, you can do that, there is no reason you cannot put the 120v circuit on a 20A breaker also.

2. Yes. Use schedule 80, not schedule 40.
