Outdoor lighting help needed

I am needing to find out what to check in an outdoor lighting system that is supposed to come on at dusk and off at dawn, but seems to be stuck on all the time. Any suggestions as to what to check before calling in the big dogs?

You need to provide more details about your lights. That said, it sounds like your photocell is defective. Usually an easy fix.
Give me more info, and I'll try to help.

Thanks Andrew!

Unfortunately, I don't have more details. This is for a friend that has an apartment complex, and all he's said is that the lights are always on. I figured there had to be a cell somewhere that is either being blocked, broken or is defective, but I know very little about lighting so I wasn't sure.

I have to go out and give him a price for a drip irrigation system, when I do I will see what else I can find out about the lighting, but unless it's just blocked, I'll have him hire out to fix.
