How long has it been since you replaced the bulbs?

If not the ballasts, and not the bulbs, and not an incompatibility between the two (not uncommon today with so many differest variations of FL tubes, just look at the Philips catalog, Whew!),
I suggest the switch contacts are shot.
Consider getting a commercial grade switch that will withstand more use for the kitchen lighting, which historically is frequently used, on and off, all day everyday.
Check to make sure all bulbs are seated properly in the sockets, no sockets are broken/damaged, and all wires are fully seated into the sockets (do not just pull out without much effort). These are Rapid Start ballast(s) correct? How many ballasts, fixtures?
