Se Cable Conductors

I notice that the entrance cables, one is solid black, the other is black with a red stripe(plus the bare ground). It's 100 amp residential service. Is there a difference betwixt the two?

On the service entrance, the neutral and ground are combined into the spirally wound bare conductor. The two insulated conductors are the "hots". Voltage between the two insulated conductors are 240V, and between any one of the insulated wires and the bare is 120V.
