Outdoor lighting power problem

I have some outdoor 12 volt lights. They all read around 12 volts on my voltmeter, but the one light that does not work reads only around 7 volts. Can someone explain the probable cause of this and how to correct it.

possible causes
1. Bad connection of the fixture to the cable. Reconnect it 1" away.
2. Bad socket. Maybe water got into it and corroded it Try to clean or replace fixture.
3. If it is the last fixture on the line could be damaged cable between last wroking fixture and the bad one. Maybe somone hit it with a shovel or an animal chewed it.
