New Outlets
#2
There isn't really a standard. You can mount them anywhere you find convenient, from 0 to 5'5". If you mount them above 5'5", some other rules come into effect (ask if you need to know).
If simply adding new receptacles, and if you have no reason not to, it's usually best to mount them at the same height as all the other receptacles in your house. But I often put one both below and above desk height when I know that a desk will be there. Washing machine receptacles are typically mounted where you can reach them when the washing machine is in place. You are allowed to take into account any such similar considerations.
If none of this helped, then mount them somewhere between 12" and 18".
If you hate all this wishy-washy talk and just want an answer, then mount them 14" from the subfloor to the bottom of the box.

I would like to put the outlets the same height as the rest of the house, but the outlets now are placed in horizontal and I want them vertical. Thank you for the info. It is what I needed. Guidance
