Temp bare wires

I've been told by an architect that loose wires need to be capped for safety, even though the circuits are off at the panel. Is this really necessary? If so, can you cap it (12-2 NM cable) with a wing nut? If so, how?

(This is temporary. The lights won't be completed/connected until later in the project.)

Just screw a wire nut over the ends of the individual wires.

If the wire is still connected to a breaker then the capped off end must be in an accessible box. If you disconnect and abandon both ends then you do anything you want with each end.
