Recep near the toilet

I need to install a 110VAC 15A recep right near the toilet to plug in a bidet. Toilet is in its separate room from the sink area.
What are the code requirements to install a recep near the toilet??

GFCI is required. If it is in the bathroom it needs to be on the bathroom 20 amp circuit.

How difficult is it to change a 110 v outlet to a 220 v outlet to run a tanning bed from your home?

Piggy back wires?

I'm adding a new fixture in my hallway and I've found that there are two sets of black wires and two sets of white wires that joined. When I separate the white wires, I lose power in the bedroom and the bathroom. My question is, do I piggy back the connections of the light fixture to the two white wires? Thanks in advance.
